NHS Heywood, Middleton and Rochdale
NHS Heywood, Middleton and Rochdale is a Primary Care Trust that covers a population of more than 206,000 in North West England. The PCT had a massive backlog of inactive patient records, with specific services stored in multiple locations. With many services poised to relocate to new buildings, physical storage space was a major issue.
Across the PCT approximately 10 million pages needed to be processed, and because of the pending relocations this had to be accomplished extremely quickly. However, each service maintained its own records library, so there was no consistent method of managing documentation across the PCT. This piecemeal approach to storage also made it difficult to locate and access relevant files if a patient re-presented. It was particularly challenging for clinicians to get an holistic view of a patient’s care across the PCT’s services, and compiling multi-service information for subject access requests was a time-consuming exercise.
EDM created a bespoke, end-to-end solution that included scanning of inactive patient records and transfer to the EDM Online service so that PCT services could access documents instantly and securely. A fast-track system was also put in place so that records could be processed quickly if required. Once uploaded into EDM Online, authorised users had access to all of a patient’s records with the touch of a button. They had the ability to email records to other services and directly to clinicians, providing a full and instant view of the care a patient had received across the PCT. The system also included an audit function so that all activity with a specific record was logged and able to be monitored to meet compliance requirements.
Due to the success of the initial deployment in four services, the EDM system was rolled out to all other eligible services within the PCT.
